Development and Security on the Third Border: Counterterrorism and Counterproliferation in the Caribbean and Latin America

The Security and Development Workgroup, in cooperation with SID-Washington's Latin America and Caribbean Workgroup, is pleased to invite you to a brown-bag presentation entitled: "Development and Security on the Third Border: Counterterrorism and Counterproliferation in the Caribbean and Latin America"Dr. Johanna Mendelson Forman, Senior Associate with the Americas Program at CSIS, Alistair Millar, Director of the Center for Global Counterterrorism Cooperation, and Brian Finlay, Senior Associate and Co-Director of the Cooperative Nonproliferation Program at the Stimson Center, will offer conceptual and operational perspectives regarding the linkages between development and security in Latin America and the Caribbean.  Dr. Forman will be discussing the importance of achieving a more "whole of government" approach and intensifying our commitment to addressing endemic challenges in the region.  As co-author of a new report entitled Implementing the UN Global Counter-Terrorism Strategy in the Latin America and Caribbean Region, Alistair Millar will provide additional insights regarding the risks presented by the region as they pertain to effective implementation of UN mandated measures to address terrorism.  Brian Finlay will discuss the importance of drawing on the concrete connections between development needs in the region and global proliferation challenges in achieving sustainable implementation of the obligations set forth by UN Security Council Resolution 1540. Please join these experts in a wide-ranging discussion of the important connections between our security and development objectives in Latin America and the Caribbean.
