Director for Africa and Afghanistan Programs, International City/County Management Association (ICMA)
Joseph Lombardo has more than three decades of experience in international development, including 22 years as a Foreign Service Officer with the U.S. Agency for International Development (USAID). He is currently the CityLinks Program Director at the International City/County Management Association (ICMA), Mr. Lombardo oversees a USAID-funded program that creates city-to-city partnerships to build capacity of local governments to confront climate change, food security and basic service delivery challenges.
