Ms. Roula Attar is the President of ECODIT LLC (a women-owned small business) and a senior international development professional with more than 20 years of experience in designing and implementing development solutions worldwide. She joined ECODIT in 2012 and served as Vice President of Business Development and Outreach until 2022. Ms. Attar has led or supported the successful pursuit of new contracting mechanisms (IDIQs, GSA Schedules) and programs (energy, water, environment, governance. land tenure, communications, knowledge management, monitoring and evaluation) that directly contributed to ECODIT’s notable growth in the last 10 years. Previously, Ms. Attar served as Country Director and Chief of Party (COP) for USAID democracy, rights, and governance (DRG) programs in Jordan, for the National Democratic Institute for International Affairs (NDI). In this role, she founded and managed NDI’s Jordan field office and democracy assistance programs in legislative strengthening, political party development, electoral support, civil society strengthening, women’s and youth’s political participation, and focus group and ‘peer’ research. Ms. Attar is attuned to donors' latest thinking and policy directives, particularly for integrated approaches to development. She is a strong advocate for small business utilization and serves on the Board of the Small Business Association for International Companies (SBAIC). Ms. Attar is fluent in Arabic, English, and French, with working knowledge of Spanish.
